Drivers Licence

My daughter and I went to our local testing ground to apply for her leaner licence. We we were there at 6:30 am. We were not in the front, there was about 50 others in line ahead of us. At 7:45 they came to open the office, let the first 30 or 40 in and send the rest of us away.
Now we live in 2009. How can one get a message through to these people that the Internet was invented and in use? Even in South Africa. It will be so much easier to fill in the form on line and then go for the test. Looks like they don’t even know about phones, because they don’t answer theirs.
I know we live in a Third World country but do we have to try so hard to keep it there? At least I enjoyed the cool morning air in the open.

Was your daughter going to to take the written test? Our traffic department works strictly on appointment and they give you a date on which you must present yourself - seems to work fine. At least you don’t get sent away.

Would imagine the reason why you have to go in yourself, is so that the official can check wether you more or less resemble the snapshot in your ID book.

Where i am they dont accept an expired driving license as valid identification when you collect a new license - seems that a person’s identity expires with the license. Only identities in id books dont seem to have an expiry date (except of course if they bury you or if they declare the id book invalid in order to collect a sum of money from you for a new book.)
